  • Unfair Hacked Pokemon include those that have any of the ff:
    • 
      
    • Stats that are higher (or lower) than what it could legally have.

      • Consult Serebii.net's 4th Gen Pokedex for the legal maximum and minimum stats for every Pokémon at Lv 50 and Lv 100.
        
    • A moveset that could not be obtained through normal means.
      
      • 
        
      • It is possible to for Azumarill to have either Belly Drum or Aqua Jet as attacks; however, it is impossible to breed both moves onto the same Pokémon.
        
    • An ability that it is not supposed to have.
      
      • 
        
      • Example: Only Shedinja can have Wonder Guard as an ability. Any other Pokémon with this ability is a Hacked Pokémon that gives the user an unfair advantage over his opponent.
        
      • Another Example: The Pokémon has altered moves. (ie. Ground-type Quick Attack).
        
    • Others...
      
      • 
        
      • Example: Illegal Gender, Altered typing. Any form of abnormalities on the Pokémon that could affect the flow of the battle.
        
• All other battle clauses not mentioned above are assumed to be OFF.
  
• All battle results must be submitted to the tournament organizer ( tobi-ksla ) either via posting in this thread or via PM. Failure to do so before the given deadline will result in the immediate disqualification of both players (for Elimination-type rounds) or a score of zero for both players (for Round-Robin-type rounds).

Since it's not stated in the rules, I'm guessing Rotom Forms are allowed?

Hm...

Right now, I'm leaning towards "no."

Take note that when Rotom changes to its alternate formes, its Base Stats get altered. Apparently, since Rotom's alternate formes can't be used on Wi-Fi, that makes its alternate Base Stats something that can't be obtainable through legal means.

And regarding its special moves, Rotom can't keep its special move if it isn't in its proper alternate forme, and since you can't send its alternate forme onto Wi-Fi, then that would also break the "Legally unobtainable movesets" sub-clause.

Of course, I will reconsider this decision if you can convince the majority of the participants to allow Rotom's alternate formes in this tournament.
